These three papers capture the issues raised in the consultation process, the framework the Foundation? will use to negotiate Platforms, and the process for developing additional detail around some issues.

Paper 1: Overview of consultation response and next steps. It provides an overview of the key issues raised in the submissions, the Foundation’s subsequent response, and information on next steps.

Paper 2: Summary of submissions and Foundation responses. Here you will find extracts from submissions grouped into like issues, accompanied by a Foundation response.

Paper 3: Final framework for future negotiations and proposed pilot negotiations for 2008/09. It serves as a guideline for how the negotiated investment process will operate, as well as setting out our proposal for two pilots to be negotiated in 2008/09.
